CARE International UK is seeking applications from individuals or organisations to develop a practical guide to conflict sensitivity in emergencies within the Emergency Pilot of the DFID CHF funded consortium project “The practice of conflict sensitivity – concept to impact”.

“The practice of conflict sensitivity – concept to impact” project is intended to strengthen the practice of conflict sensitivity throughout and beyond a broad consortium of humanitarian, peace-building and multi-mandate development NGOs.

The Emergency Pilot is one discrete part of the wider work of the conflict sensitivity consortium. Its objective is to document effective methods of improving the conflict sensitivity of NGO emergency response to sudden-onset emergencies, focusing upon the first phase (first 30 days) of response.

This consultancy is intended to support the wider aim of clarifying how agencies can make conflict sensitivity operational in emergency response (with a clear focus on practical guidance that is realistic and achievable in the difficult circumstances of the first phase of emergency response). This consultancy will develop draft ‘good enough’ practical guidance.

It is anticipated the consultancy will require approximately 40 days to be completed by end February 2010.

The consultant will need to have knowledge and on the ground experience of NGO emergency response, fluent English language skills, and high quality writing and editing. A good understanding of how conflict sensitivity relates to other areas of work / terminologies eg. quality / accountability / protection is also important, as is a good understanding of what documentation already exists. Understanding of the Emergency Capacity Building Good Enough Guide and experience using it in the field will be beneficial. Experience of developing practical field guidance is essential.
