| Description: | Médecins du Monde (MdM) is working in Myanmar since 1992. In the aftermath of cyclone Nargis (May 2008), MdM implemented an emergency medical project, which entered in January 2009 in a post – emergency phase, with the launch of a project aiming at strengthening community health systems.
The project coordinator supervises and co-ordinates all the programs implemented by MDM team in Pyapon township in the respect of people and goods’ safety, and in order to guarantee the programs’ relevance and their compliance with predefined objectives. More specifically s/he will in charge of the:
Programme coordination: - S/he is in charge of the planning, implementation, monitoring and evaluation of the program in Pyapon township, - S/he ensures the compliance of all activities to program strategy and MDM principles and guidelines, in close link with the General Coordinator in Yangon and STAO (technical support) services in Paris HQ, - S/he ensures a good coordination between the logistic, administrative and program departments in Pyapon, - S/he is part of the country coordination team, and as such, plays an active role in designing the MDM Myanmar strategy and program, in designing and implementing management procedures and decisions, in relaying national coordination decisions and information to Pyapon team. Team management : - S/he defines the general organisation of the sites and of the teams, manages and supervises the Pyapon co-ordination team (project officers, trainer, log-admin), takes final management decisions for Pyapon staff, - S/he ensures fluidity of communication between team members, leads the team’s dynamic and the work’s co-ordination (newcomers’ integration, debriefing…), looks after the Pyapon team general atmosphere and after the working relations, - S/he may be appealed by conflict management, - S/he recruits and manages her/his team - S/he coordinates the training policy for Pyapon staff (assessment of the needs, link with administrative department for organisation of trainings). Security rules implementation : - S/he is responsible for the security of the MDM team and goods in Pyapon project, - S/he organises a constant analysis of the context and of the security conditions, with a view to define and adapt security rules with the approval of the General Coordinator, - S/he ensures a strict implementation of security rules, particularly through regular briefings, trainings, and feed back collection. Adminstration and logistic supervision : - S/he line - manages the Pyapon logistician and the administrator, who receives technical back up from the logistic coordinator and from the administrative coordinator in Yangon, to ensure compliance with donor procedures and country’s administrative and legal environment, - S/he guarantees the safety and transparency of the funds’ use, - S/he links with administration in Yangon to ensure budget follow up, - S/he gives his/her approval for expenses, depending on donor procedures and MDM Myanmar procedures, - S/he participates in the design of annual budgets and donor budget proposals, and financial reports to donors, - He/she supervises the respect of agreements and contracts. Representation with government, donors and NGOs : - S/he represents MdM at local level (Pyapon township), and works in close link with the senior local staff to ensure consistent and relevant MDM representation. S/he represents MdM in delta – related coordination at national level (in Yangon). - S/he gives the association’s official positioning to his team, guarantees the program(s)’ visibility and of the coherence of messages from the association towards external stakeholders, - S/he coordinates advocacy activities in Pyapon (participation to formal and informal meetings, networking, participation in preparation of advocacy events, gathering feedback of those events, supervision of advocacy activities led by local staff) to build / maintain a supportive environment for MDM programs in Pyapon - S/he represents MDM with local donors and plays a lead role in organising donors visit in Pyapon. Reporting and communication : - S/he is responsible for reporting the activities implemented in Pyapon township to the General Coordinator in Yangon (weekly and monthly written reports and informal written or oral report whenever necessary), - S/he supervises the drafting of donors’ reports for activities implemented in Pyapon township. - S/he relays relevant information from Myanmar coordination team to Pyapon team, organises consultations and feed backs when required. - Departure: 01st December or 03rd of January (according to visa) Duration: 1 year Status: volunteer Allowances : 915 Euros + Per diem Profile : Medical background is not compulsory, however would be an advantage. Experience in public health project management is an advantage; if possible community health, primary health care or mother and child health care. If no experience in health, community mobilisation background is an advantage. Previous experience in a similar position in project management and team management is required. Ability to live on his own in a mediumly difficult environment (3.5 hours by road from Yangon, 6 months heavy rains, small town with no other international presence and no or very little leisure activities, long boat trips for supervision of activities). Not possible in family, except if family stays in Yangon and staff is posted in Pyapon at least 2/3 of the time.
