Description:Description of the unit / department: As part of a decentralisation process in the International Department, the Southern Africa Programme is one of a network of programme regions of the International Department and one of three in the Africa Unit. The East/Horn of Africa and Central/West Africa comprise the other two regional programmes in the Africa Unit.
A Southern Africa Regional Office is currently established in Maputo and there are country offices in Angola, Malawi and Mozambique and programmes in Zambia and Zimbabwe with no offices currently.
Background to the Role: Trócaire’s programme in Malawi is managed by a small country team with an office in Lilongwe, Malawi.
The Livelihood Security programme provides support to seven local partner organisations. The programme emerged as a result of serious food shortages and is still very food security focused. The aim of the programme is to reduce vulnerability to food shortages and increase resilience of livelihoods. There are new components such as a pilot climate change adaptation project, which provide support to communities to adapt to the impacts of climate change.

Scope of the Role: The role covers Trócaire’s support in the areas of food security, sustainable livelihoods, disaster risk reduction, and climate change adaptation and mitigation to partners in Malawi. Additionally, it also involves working with colleagues within the Southern Africa region to ensure that Trócaire’s work on livelihoods increasingly meets standards of best practice in key areas.
Key Duties & Responsibilities Programme Management and Development
1. Responsible for ensuring that Trócaire Malawi’s Livelihoods programme is coherent, programmatic and addresses critical livelihoods issues in the country.
2. Manages the relationship with Trócaire’s livelihood security partner organisations in order to improve quality & coverage of the programme
3. Reviews and critically assesses project/ and programme progress collectively with partner organisations & other stakeholders

Partner Relationships & Capacity Building
4. Constructively supports partners’ management of livelihood security initiatives in the various stages of project cycle management, from project appraisal to reporting.
5. Considers new partnerships which ensure a creative and dynamic livelihoods programme through new contacts and field visits
6. Organises and facilitates training workshops in the areas of project management and in livelihood security approaches.
7. Proactively facilitates and supports partners in integrating DRR, in the programme.
8. Leads the process of effective and systematic gender analysis in the programme, projects
9. Ensure effective HIV/AIDS integration into programme and project planning and implementation

Programme Finances
10. Manages the programme budget including monthly tracking sheets of disbursements to partners
11. Identifies, along with the CR and the Malawi team, new funding opportunities for the livelihoods programme
12. Leads in developing and writing successful programme and project proposals for PPD approval and for fundraising

Internal Links in Trócaire
13. Develops reports to satisfy the requirements of Trócaire head office and donors, and to use as learning tools to review the programme locally.
14. Ensures coherence between project/programme implementation and Trócaire policies and plans.
15. Maintains a dynamic relationship with Trócaire technical and programme staff focusing on HIV/AIDS, DRR, livelihood security and gender, to ensure ongoing sharing of information to support the programme and to participate in cross organisational teams.
16. Networks with relevant NGOs and institutions nationally and regionally to ensure that Trócaire is abreast of emerging issues and is adding our voice to critical debates in livelihoods work.

Advocacy
17. Ensures that the livelihoods programme has a strong policy advocacy dimension aimed at changes in policy and implementation that will improve livelihoods security.
18. Accompanies visitors (Trócaire or external) to the programme and carries out promotional or media work as required.

Humanitarian watching brief
19. Leads on humanitarian response when analysis warrants an intervention.

Participating in a Team
20. Advises the Trócaire Country Representative and country team in the strategic direction of the overall programme.
21. Undertakes from time to time other mutually agreed tasks, related to Trócaire’s overall programme, at the request of the Country Representative.

Learning
22. Monitors impact and document lessons learnt on the programme with a view to improving programming through preparing internal and external reports, articles and other relevant information and develop policy positions for Trócaire in relation to Malawi for the purposes of information sharing and advocacy.

Person Specification – Essential Requirements (E)
(E) Qualification Bachelor’s degree in a field related to livelihoods/ food security/ rural development
(E) Experience 1.At least two (2) years’ development experience in a partnership context
2. Experience of a livelihood security programme and knowledge of food security practices, in particular DRR and vulnerability.
(E) Skills 1. Excellent project management skills with the ability to apply them through the medium of training and project monitoring
2. Knowledge of gender analysis and HIV/AIDS mainstreaming in livelihoods projects and programmes
3. Excellent programme design and development skills
4. Successful proposal-writing skills
5. Fundraising experience
6. Fluency in English
7. Research management skills

5. Previous involvement in civil society advocacy work in livelihoods issues
