| Description: | Purpose of the job: To ensure finance, administration and human resources functions in-country provide effective support for programme implementation and expansion.
Responsibilities:
Finance
1. Ensure adequate internal checks and controls are in place to comply contractual arrangements agreed with donors and that funds are spent inline with approved budgets.
2. Ensure all transactions are accounted for correctly and supported with appropriate documentation and approval. All cash and bank accounts are reconciled and record is kept in systematic way and at secure location. 3. Supervise preparation, reconciliation and submission of monthly and year end financial information to HQ Finance. Provide monthly funds requests ensuring that cash balances held in country are kept to a minimum. 4. Work closely with the Country Manager and LMA HQ in developing, implementing and monitoring agreed budgets to ensure that current expenditure stays within agreed available funding. Prepare the annual and monthly cash flow projection based on approved operational work plans. . 5. Ensure all LMA assets are properly recorded and a complete inventory is available at all times. Administration 1. Implement/maintain and document all administrative procedures for the smooth functioning of LMA Liberia 2. Implement/maintain the local staff personal policy 3. Ensure that all staff policies, contracts and disciplinary documents conform to the local labour laws 4. Promote continuous staff training in relevant project areas 5. Liaison with Office Administrator at LMA HQ for insurance and personal information. Other Duties 1. Deputise for the Country Manager in periods of his/her absence 2. Perform any other duties as required by the Country Manager Requirements 1. Degree in Accounting/finance. 2. At least 3 years of international experience preferably in conflict or post-conflict situations 3. Previous supervisory experience in administration, finance, logistics or project management 4. Fluent in English 5. Ability to work independently 6. Ability to think strategically and problem solve 7. Ability to adapt to changing situations and unstable security situations Personal Characteristics 1. Willing to travel to remote sites 2. Culturally sensitive with the ability to work in a multicultural team 3. Willing to live in basic and/or shared accommodation 4. Willing to follow security guidelines 5. Good sense of humour essential |
