Background:
CRS Burkina Faso has operated a Development Assistance Program (DAP) from 2005-2010, funded by USAID’s Office of Food for Peace. The program is currently in the phase out period, the ongoing DAP focused on education, agriculture, microfinance and general relief/safety net programming, with an approximate budget, including food resources, of over $60 million dollars. The program was implemented throughout the country. CRS Burkina Faso is currently developing a follow on Multi Year Assistance Program (MYAP) of approximately the same resource value to be submitted in January 2010.

Job Summary:
CRS seeks a qualified candidate for Chief of Party who will manage the Title II Multi Year Assistance Program in Burkina Faso. This five year project has an overall goal of reducing food insecurity and vulnerability in targeted communities, with a specific focus on strengthening agricultural livelihoods and preventing malnutrition in children under two. The Chief of Party will coordinate the implementation of all aspects of the program to ensure program quality and timely reporting to donors. The candidate will operate within the organizational structure of CRS while coordinating the roles and activities of staff from other consortium member organizations in the implementation of the program interventions. The successful candidate will also be responsible for representing the MYAP to major stakeholders, especially USAID and key relevant ministries within the country.

Job Description:
Program Quality:
1. With key program staff and stakeholders, ensure program’s strategic objectives and results are fully accomplished and meet expected technical quality standards.
2. Ensure that vision and plans for the program are innovative and are in line with CRS agency and country program strategies.
3. Lead periodic technical review of implementation plans for the project and ensure appropriate actions are taken to meet implementation timelines and commitments.
4. In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that best practices and lessons learned are documented and disseminated.
5. Coordinate with M&E department to oversee the design and implementation of the program’s monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting of project performance and outcomes.
6. Ensure that M&E lessons learned from results of program monitoring and evaluation are incorporated into the design and execution of program activities to meet stated objectives and needs of the beneficiary populations.
7. Ensure integration of program interventions with other CRS programs or through linkages with other service providers.
8. With program staff, lead the identification of performance gaps and training needs of CRS and partner staff and ensure the design and delivery of high quality training, technical assistance, and administrative and financial support to all partner agencies, including the selection and coordination of consultants.
9. Ensure complete, accurate and timely documentation and reporting on all program activities to the donors and other stakeholders in accordance with established schedules.

Management and Administration:
1. Manage program budgets, including tracking of financial and material resources.
2. Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, explain variances on a regular basis, and take corrective action to ensure that program expenses match the execution of activity plans and accurate effort reporting.
3. Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.
4. Approve program expenditures, budget adjustments, and cost modification requests to donors.
5. Ensure that all resources of the program are properly managed and used for their intended purposes.

Representation and Advocacy:
1. In collaboration with CRS country representative, act as primary program contact to donor and other local and international stakeholders, and be responsible for addressing all program matters under the guidance of the Country Representative.
2. In collaboration with CRS country representative, strengthen linkages with existing and potential partner agencies.
3. In collaboration with CRS country representative, oversee the development and implementation of program communication strategies, including compliance with donor’s branding and marketing requirements as well as CRS marketing and communication procedures.

Human Resource Management:
1. Lead, manage, coach, and supervise a team of CRS and consortium staff to meet program objectives.
2. Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
3. Manage recruitment portfolio for the program, in collaboration with Human Resources Department and CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff.

Qualifications and Skills:
1. Minimum Masters Degree in Development Studies, International Relations or related field required. PhD in Nutrition with a background in Maternal and Child Health or Agriculture highly preferred.
2. Minimum 8 years of progressively increasing management responsibility in developing countries, including experience in nutrition, food security or similar programming.
3. Prior management of significant USG-funded programs required. Previous experience managing Food for Peace (FFP)/Title II funding preferred.
4. Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
5. Proven experience in managing complex consortium or partnership relationships required.
6. Strategic vision and capacity to oversee a vast and complex program required.
7. Experience with participatory methods and partnerships required.
8. Public relations skills required.
9. Proven ability to think strategically.
10. Flexibility to work both in a team and independently.
11. Cultural sensitivity, patience and flexibility.
12. Demonstrated personal accountability and driven to serve others.
13. Understanding of and experience with faith-based organizations, local church structures, and accompaniment and capacity-building principles in local partnerships desired.
14. Ability to travel up to 30% nationally and internationally as required.
15. Professional proficiency in French
16. Excellent English oral and written communication skills required.
17. Experience working in a variety of developing environments required.
18. Proficiency in Microsoft Office suite, including Word, Excel and Outlook required.
