Non-governmental, non-religious, non-political and non-profit-making, it works alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. It runs projects in almost 60 countries, with the support of a network of 8 national associations (Germany, Belgium, Canada, United-States, Luxembourg, United Kingdom and Switzerland) The organisation employs almost 3300 people worldwide, 330 of whom work in France and in its European and North American sections. For more details on the association: http://www.handicap-international.fr/en/s/index.html JOB CONTEXT: HI’s current programme began in 2002, although the organisation has been present in Afghanistan since 1996. HI holds an important geographic position in Afghanistan, implementing project activities in the provinces of Kabul, Herat and Kandahar. Currently HI works in eight projects, focusing on physical rehabilitation, inclusion and mines risk education. Two inclusion projects operate in Kabul and Herat, enabling people with disabilities to participate in their communities. Physical rehabilitation programmes operate in Herat and Kandahar, with Kandahar concentrating on prosthetics and orthopaedics. HI also supports the Physiotherapy Curriculum and works in mines risk education in the south. The post holder will be based in the central office in Kabul. This position is a replacement in a context of creation of a new Technical Unit. S/He will be part of the Technical Unit, a team of 4 people: the coordinator, the insertion TA, and one rehabilitation TA based in Heart, and will work under the line management of the Technical Coordinator. JOB DESCRIPTION: • H/She is in responsible for the overall implementation and development of rehabilitation components of the HI Afghanistan Technical Unit, which undertakes: o External coordination with National and International disability stakeholders and position HI as a key partners in the field of disability o Support to Program, evaluation and monitoring, adjustment of technical practices on aspects of projects pertaining to rehabilitation, inclusion, mine action and advocacy. o Positive and dynamic internal coordination among HI Afghanistan itself o Act as a two way national resource for technical information for local, regional and international use. • H/She will ensure quality assurance related to all HI Afghanistan’s programme activities within the field of rehabilitation • H/She will provide technical input on behalf of HI Afghanistan on rehabilitation issues related to the wider positioning of rehabilitation services in Afghanistan through training • He/She will collaborate on behalf of HI with other organizations/stakeholders on rehabilitation issues. • H/ she ensures internal reporting relating to the Program and support to proposal and external reports writing. CANDIDATE PROFILE: Mandatory: • PT/ P& O or OT with 3 years experience in a variety of areas disability including disability approaches • Experience in clinical teaching and training, preferably in a developing country • Competent in policy and strategy development process • Project management: knowledge of the project cycle • Capacity to liaise with multiple stakeholders • Creativity and innovation • Organisational and coordination skills REQUIRED LANGUAGE SKILLS: Both fluent written and speaking English is required JOB ENVIRONMENT: Afghanistan remains in a post-conflict situation and security rules are in place and should be strictly followed. However, Kabul is currently stable and with a large multicultural expatriate community. Local people are friendly, motivated and easy to work with. All HI expatriates are living in a collective house with internet access, all comfort and separate room and bathroom. Position based in Kabul Because of the context and security, it is a single position.
