1. Summary
Following an earthquake in Padang, CARE Indonesia requests a CARE deployment of a Shelter Adviser to support the finalization and adaptation the draft sector strategy, cluster representation with technical input and proposal writing. 2. Background CARE Indonesia emergency team members have deployed to Padang, which was hit by an earthquake that measured 6.9 on the Richter scale. CARE is part of a joint assessment team with government departments, other aid organizations and UN agencies to determine immediate needs of survivors. Government officials estimate the death toll could be in the thousands, and information is slowly starting to emerge about the full extent of the destruction. Houses have been destroyed, roads are blocked by debris, and communications lines to the affected area are still down in many areas, making coordination and access more difficult. 3. Objectives for the deployment 1. To finalize and adapt the draft sector strategy based on national plans and cluster agreements, ensuring plans continue to meet the needs of affected communities. 2. To actively contribute to cluster discussions in addition to representing CARE in coordination forums and other similar forums. 3. To bilaterally liaise with the various stakeholders (donors, government officials, major actors, etc) on the ground to sound out general opinions. 4. To support CARE Indonesia in drafting sector proposals in coordination with CARE members and CEG. 4. Outcomes and Outputs for the deployment 1. Effective contribution to shelter strategy including adapting and finalizing the shelter strategy. 2. Timely technical input into funding proposals and the emergency strategy. 3. End of mission handover report. 4. CARE Indonesia is clear about its role in meeting shelter needs and where to find additional resources where appropriate. 5. Activities Assessment Provide technical leadership and expertise in the assessment. Conduct initial rapid assessment of current situation in collaboration with local specialists and affected population; determine priorities, immediate activities and resources i.e. more detailed assessment versus need to address emergency shelter security; assess the needs and possibilities for reconstruction activities. Assess potential recovery activities that CARE can be involved in. Represent CARE to stakeholders, Governmental and non-Governmental agencies (and military where present) for the purposes of the shelter aspect of the assessment. Assess in-country resources, human, material and financial for response with relevant staff and agencies. Programme Design / Sector strategy adaptation and development Adapt draft and finalize sector strategy ensuring clear aims and objectives of the overall shelter programme. Ensure strategy is in line with national plans and cluster plans, as well as cross check, assess the shelter needs of affected communities. Select and specify any additional inputs needed, such as staff, equipment, materials or funding. Develop letters of intent, concept papers, TORs, budgets and proposals in respect of the above. Collaborate effectively with other CARE staff involved in other sectors to ensure an integrated approach. Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation and maintenance are factored into the programme design Ensure Sphere standards both qualitative and quantitative are respected and that national standards are taken into consideration. Ensure the input of specialist technical advice where appropriate. Information and Co-ordination Provide regular updates and ensure adequate information sharing to the Emergency Coordinator and CARE team on progress, priorities and constraints verbally and in writing on an agreed frequency. Represent CARE to stakeholder groups as needed and agreed with the Emergency Coordinator. Train and brief CARE staff and stakeholders on shelter issues where appropriate 6. Capacity and role of the Adviser CARE Indonesia requests a CARE deployment of one person with structural engineering experience as well as working in emergencies (natural disasters). The incumbent should have the knowledge and skills in the design, implementation, monitoring and evaluation of shelter strategy and programmes. 7. Capacity and role of CO counterpart The adviser is expected to work with specific staff members of CARE with key roles within CAREs shelter response. The adviser will work with these people to build capacity and develop systems that are appropriate to the context. Knowledge of CAREs emergency protocols and general procedure is considered as a plus. 8. Timeframe and locations for the deployment CARE Indonesia requests that this work be done starting as soon as possible for a period of initially one month. The proposed itinerary is tbc. The work is expected to be concentrated in Padang with visits to other field offices and affected areas, and involve on the job support, individual and group meetings, with other agencies where opportunities are identified. 9. Coordination of the work in-country by the CO CARE Indonesia has requested the deployment. Tasks the CO will fulfil include: o Upon arrival, briefing the adviser and finalising the TOR o Organising accommodation and other logistics for the adviser o Supporting the adviser in making logistical arrangements for any immediate support activities that are undertaken o Supporting the adviser in inviting other agencies or actors (international or national) to participate where appropriate Notes: The position will be posted until a qualified candidate is identified.
