| Description: | HANDICAP INTERNATIONAL France is an International Organisation which aid and support Person with Disability and Vulnerable Groups within over 60 countries all over the world.
Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organisation is committed to:
- Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; - Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; - Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs. Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission: MISSION CONTEXT On 26 September 2009, Tropical Storm Ketsana (locally named Ondoy) brought heavy rains that caused flooding in the National Capital Region (NCR) and 25 other provinces in the northern island of Luzon. An estimated 45cm of rain fell in 24 hours – the equivalent to a typical month's rainfall in the monsoon season. Eighty percent of Metro Manila and many parts of NCR and central Luzon, suffered severe flooding and landslides, leading the government to declare a ‘State of Calamity’. Compounding the impact of Ketsana, Typhoon Parma (locally named Pepeng) made landfall on 03 October 2009 and did not leave the Philippines’ area of responsibility until 09 October 2009, bringing heavy rains to a far larger area than initially anticipated including areas in Regions I, II, III and the Cordillera Administrative Region (CAR). The affected areas suffered from flooding and landslides, with major damage to agricultural land. An estimated 6,866,800 individuals were affected by the two events, with 300,000 individuals residing in 688 evacuation centers . HI’s emergency response team arrived in Manila on 30th September, 2009 and immediately began the assessment. The results of this assesment quickly allowed the organisation to confirm its strategy of intervention on three main axes: - Emergency intervention to ensure minimum acceptable health and living conditions of the vulnerable population of flood-affected areas through activities developed in the present proposal. - Tackle the negative impact of the tropical storm Ketsana and typhoon Parma on the affected populations by improving the environmental sanitation of the affected population in Region III and IV-A through waste management activities. - Emergency shelter construction and technical support to individual shelter rehabilitation and repair in order to facilitate rapid reinstallation and minimum acceptable living conditions for populations affected by the floods. MAIN RESPONSABILITIES OF THE EXPATRIATE Under the direct responsibility and support of the Emergency Relief Department Desk Officer, you will be responsible for: - Ensuring the global coordination of the program implemented within the country (may it regards strategic, operational, human, material or financial aspects); - Representing Handicap International towards institutional donors, local authorities and partners; - Ensuring application and respect of logistics, accountability and financial procedures, based on the management and the support of administrative and logistics coordinators; - Ensuring the operational management of the team placed under your responsibility (expatriate and national staff); - Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of Handicap International’s mandate and expertise; - Ensuring the security of the staff members, operations and means related to the program under your responsibility, in coordination with the designated field security officer; - Ensuring the success of the handover of programs implemented towards Development Desk, when decided so by HQ Programs Steering Committee; - Ensuring smooth and regular reporting activities by all member of the mission toward Head Quarter.
