The International Rescue Committee currently seeks a Deputy Director for Operations for its Chad program. BACKGROUND The region of western Darfur in Sudan has been in conflict for the past decade with an increase in the fighting between government forces and opposition fighters over the past year. Since January 2004, escalating violence has created new waves of refugees into eastern Chad, whilst Chad itself is experiencing growing instability due to both internal conflict and the destabilizing effects of the fighting in the border region. As such, eastern Chad is currently hosting both refugees and internally displaced Chadians, amongst host communities with already limited resources. The number of refugees is currently estimated to be 250,000 people. They are strung out along Chad’s eastern border with Sudan, mostly in camps. In a harsh desert climate, the resources of both the local communities and of the refugees are stretched, and are growing thinner as return to Sudan seems unlikely in the near future. IRC is now operational in the two largest refugee camps in north eastern Chad. IRC is active in health, Environmental Health, and Community Services. The number of staff is currently 22 internationals, 178 nationals, and 822 refugee staffs. The latest strategy plan mentions a program expansion towards the south of Chad in order to assist the CAR refugees. SCOPE OF WORK The Deputy Director of Operations is responsible for guiding and directing support service delivery (Human Resources and Administration, Logistics/ Procurement and Information Technology, Security) to the IRC Chad country programs. The Deputy Director Operations is a key part of the senior management team and is expected to contribute to organizational strategic thinking and planning. The DDO function did not exist before in Chad but it was part of the Country Director scope of work. Specific challenges especially in Administration and Logistic as well as the increasing size of the program require the presence of an experienced DDO to support the Country Director. RESPONSIBILITIES: Coordination to Support Departments: 1. Development and management of appropriate coordination mechanisms to ensure that all operational units are interacting well with each other, with program teams and across different geographical areas. 2. Mediation between field and program, operations and finance staff to ensure optimal program operations. Representation: 3. The DDO, together with the Country Director, Deputy Director for Programs (DDP) and the Finance Controller is a key member of the Chad senior management team and will be called upon to represent the IRC with a variety of government, UN, NGO and funding partners. HR/Administration : 4. Ensure the consistent application of all IRC regulations; mediate differences of interpretation where these arise and highlight areas for improvement to the CD. Logistics/IT: 5. Ensure the consistent application of all IRC regulations in all sites. 6. Ensure the implementation of IRC and donor logistics policies and procedures across the country program. 7. Ensure all tracking systems are in place and review all logistical reports monthly 8. Ensure that IRC Chad logistics work is performed according to international standards. Finance: 9. Review and assist in the maintenance of field site Operating Budgets. Security: 10. Security focal point 11. Ensure that the Security Management Plan and SOP’s are revised as per most recent guidelines from the Global Safety and Security unit. 12. Ensure security protocols are adhered to REQUIREMENTS · Postgraduate degree in Business Management or relevant technical field preferred with a minimum of five years progressive management and leadership experience · Experience managing a large country team with a diverse portfolio; knowledge of major donors (including USAID/OFDA/PRM, ECHO/EC, DFID, UN agencies) · Strong leadership, organizational, interpersonal and communication skills; ability to prioritize multiple tasks in a demanding work environment · Flexibility, adaptability, culturally sensitive, team player · Good French and English skills We request that all applications be completed on line at www.IRCjobs.org.
