We are recruiting for a:

Logistics and Administration Coordinator in DRC, Goma

Job Location: Democratic Republic of Congo, East DRC, Goma
Contract Length: 2 years
Salary Grade: B
Contract Status: Unaccompanied
Start Date: February 2010

Job Purpose:
To manage and develop all aspects of the logistics and administration systems and staff based in Goma regional office and supporting Concern programmes in North Kivu and Maniema Provinces. In addition this position will support the Area Manager in strategic planning and in security management and will provide support the DRC IT and Transport officers to ensure appropriate system support for current and future projects.

Main duties & Responsibilities:

Logistics and Administration:
• Overall responsibility for management, coordination and development of Concern Eastern DRC logistics function including direct management of Concern’s Logistics Team in Goma. Including also support to field based logistic staff in Masisi and Maniema as appropriate.
• Ensure that the procedures for procurement purchasing and storage of goods and services are in place and meet the programme area requirements.
• Update, review and provide training to relevant staff on the Concern’s Logistics Systems and ensure standards of transparency and accountability are in line with Concern policy and donor requirements
• Coordinate all transport of goods and personnel including internal/local flight schedules in liaison with his/her counter parts as appropriate.
• Manage in-country vehicle insurance contracts, and ensure that all transport users are familiar with the provisions of these insurance policies;
• Oversee the on-going maintenance and running of Concern premises.
• Ensure the smooth running of offices and staff houses; ensuring that adequate supplies, staffing and support systems are in place.

Communications and IT systems support:
• In liaison with and support of the National IT officer, ensure that computer and communication needs of the staff are met and that relevant operating protocols are adhered to;
• Ensure that all HF, VHF and other communications equipment is operational, used in line with communications policy and that requisite training is provided to staff on usage protocols;
• In conjunction with the National IT officer and programme management staff, ensure the training of all relevant programme staff in the use and maintenance of communications and IT equipment

Security Management Support:
• Provide support in the maintenance and implementation of the approved Security Management plans in the area of operation.
• Acts a focal point for the Security Focal Group within the North Kivu office, makes recommendation on changes in the security environment to SMT.
• Represents Concern at security fora in North Kivu and feeds back to SMT on security information

Other Duties:
• Develop good working relationships with relevant logistics staff in UNICEF, WFP, UNDSS and other agencies in relation to the above functions;
• Provide input to country team budget development process particularly in relation to logistics, transport, stores, accommodation, communications and security;
• Ensure that logs, transport and admin reports are compiled and produced to a good standard on a regular basis as required
• Ensure that all issues related to taxes, travel permits, licenses, registration, etc. are managed with the approval of the Area Manager and Country Director as and when required.

Person specification:

Essential
• Primary degree in logistics, supply chain management or associated discipline
• At least 3 years’ Systems/Logistics experience, with management experience, of which at least two years’ working overseas with an NGO; Logistics/Procurement/Transport/fleet management experience; stores management experience,
• Excellent interpersonal skills;
• Ability to set priorities under pressure.
• Excellent organisational and planning skills.
• Strong communication, problem solving and analytical skills. Able to prioritise and handle a diverse and heavy workload.
• Cross cultural awareness and sensitivity.
• Empathy with organisational goals.
• Patience & a sense of humour.
• Fluent English and a good working knowledge of French

Desirable
• Knowledge of Concern logistics and financial systems
• Previous NGO experience would be an advantage
• Experience of working in Africa
• Demonstrated language ability with commitment to improve French language skills
