Job description
Position: Training Coordinator (HUNASP)
Responsible to: HUNASP Project Director (functional management) Merlin’s Learning and Development Manager (technical management)
Works with: HUNASP staff; Training Advisory Group (TAG); Merlin Learning and Development Staff and Merlin HUNASP budget holder
Grade: B
Salary: £35,000 – £39,000 per annum (including special market
supplement)
Start date: ASAP
Duration: 2 years fixed term
Location: London, with frequent travel (predominantly within Europe)

Background on HUNASP Project

The Humanitarian Needs Analysis Support Project (HUNASP) aims to support improved needs analysis in emergencies by providing an experienced and well trained deployable capacity to support in-country needs analysis expertise before, during and after crises.

HUNASP’s goal is to improve effective humanitarian responses through the provision of improved, context-specific information on humanitarian needs. This will promote:

• More coherent and effective humanitarian responses;
• Common Humanitarian Action Plans (CHAPS), Consolidated Appeals (CAPS) and Flash Appeals that are better informed by humanitarian needs;
• Well targeted funding;
• More accurate baseline information on which to base preparedness and future response;
• In-country capacity that is better prepared to conduct effective and timely coordinated multi-sectoral assessments.

The project’s purpose is to develop a core of competent, reliable and trained assessment experts that lead and support timely, high quality, coordinated multi-sectoral needs assessment and assessment preparedness activities on behalf of IASC (Inter-Agency Standing Committee) Country Teams.

Main purpose of the role

Under the guidance of the Project Director, Merlin and the Training Advisory Group (TAG), to manage and lead the training component of the Humanitarian Needs Analysis Support Project to enable roster experts to receive learning opportunities that ensure they meet the competency standards set for each role.

Overall objectives (Scope)

• Review and assess the learning needs of experts recruited to the roster
• Devise a training programme which includes a range of learning activities to meet the learning needs of those recruited to the roster.
• Ensure that all learning activities are in line with international standards and good humanitarian practice
• Co-ordinate and manage all learning activities for those involved in the HUNASP project
• Develop tools, in conjunction with an accrediting academic institute, to test the skills and knowledge of roster experts following their participation in HUNASP learning activities, to ensure they meet the required competency standards
• Develop and implement a longer term impact assessment strategy for all learning activities
• Assess, review and amend all learning activities and materials in response to evaluations, changing needs, changes in the evidence base and impact assessment outcomes
• Work closely with the Overseas Development Institute (ODI) and Tufts University on all the above, as per the operational partnership agreement and co-ordinate the Training Advisory Group (TAG) whose role is to advise on the training element of HUNASP (see TAG Terms of Reference for further details)

Responsibilities

General planning and management

• Plan and develop individual trainings including budgets, in coordination with TAG and relevant accrediting academic institute
• Prepare internal, donor and course evaluation reports as required

Review and assess the learning needs of experts to be involved in the roster

• Review and build on the Training Needs Analysis (TNA) and learning mapping exercise carried out as preparatory work for HUNASP.
• Work closely with Norwegian Refugee Council, the TAG and the HUNASP Project Management Board (PMB) to finalise competencies of those on the roster and devise roster selection criteria
• Assess those recruited to the roster to establish and prioritise individual learning needs

Devise a training programme which includes a range of learning activities to meet the learning needs of those recruited to the roster

• Work with the ODI, Tufts, the TAG, PMB and other relevant partners to develop a draft curriculum for all learning activities
• Develop a structured programme of learning activities, including scenario simulations, in line with the curriculum, including accompanying facilitator guides and support materials

Ensure that all learning activities are in line with international standards and good humanitarian practice

• Seek feedback from the TAG, PMB and other relevant partners on all draft materials to ensure materials are in line with international standards and good humanitarian practice
• Seek quality assurance for all HUNASP learning activities through accreditation or academic credit-rating
• Regularly integrate field-based lessons learned into learning materials.

Co-ordinate and manage all learning activities for those involved in the HUNASP project

• The Training Coordinator has responsibility for running 2 x 1 week contact training events in year 1 of the project and 4 x 1 week contact training events in year 2 of the project. Year 1 will also include a 1 week trial run of the contact training activities.
• Recruit, select and manage external specialists and consultants who are involved in the development and delivery of HUNASP learning activities
• Source everything required for an effective learning environment including venues, equipment, materials etc
• Ensure all resources are in place for each activity including participants, facilitators, materials
• Ensure the timely organisation of contact learning events according to budget
• Ensure records are kept of all learning activities and contribute to project reports as required

Develop tools, in conjunction with an accrediting academic institute, to test the skills and knowledge of roster experts following their participation in HUNASP learning activities, to ensure they meet the required competency standards

• Develop tools to assess skills and knowledge of those recruited to the roster both before and after their participation in learning activities
• Ensure appropriate pre and post assessments of roster experts are conducted and recorded in relation to HUNASP learning activities
• Develop a policy for working with roster members who do not reach the required competency standards following participation in learning activities

Develop and implement a longer term impact assessment strategy for all learning activities

• Develop an evaluation strategy for all learning activities and produce tools to evaluate the activities in the short and medium term
• Ensure all participants evaluate learning activities, using tools described above
• Develop a strategy and tools for the longer term impact assessment of HUNASP learning activities to ensure quality delivery, demonstrable outcomes, and that provision meets strategic requirements
• Carry out longer-term impact assessment of all learning activities using tools described above

Assess, review and amend all learning activities and materials in response to evaluations, changing needs, changes in the evidence base and impact assessment outcomes

• Work closely with Tufts, ODI and the TAG to review the curriculum and materials on a regular basis and amend them to incorporate course evaluations, changing needs and evidence base and impact assessment outcomes

Work closely with the ODI and Tufts on all the above, as per the operational partnership agreement and co-ordinate the Training Advisory Group (TAG)

• Maintain effective working relationships with representatives from ODI and Tufts and ensure that they are consulted as appropriate
• Regularly convene the TAG, co-ordinate and chair the group’s virtual meetings and ensure minutes of the meetings are recorded, circulated and followed up

Dimensions and Limits of Authority

The Training Coordinator will be responsible for managing all technical facilitators hired for HUNASP contact learning events.

Budget control as delegated for specific trainings from Merlin’s HUNASP Budget holder.

Person Specification

Essential
• Substantial experience in developing curricula for highly experienced adult learners.
• Substantial experience of delivering successful, high level learning activities, including evaluation and impact assessment, to meet organisational and individual needs.
• Substantial experience of successfully managing technical facilitators
• Proven experience of the academic accreditation/credit rating process
• Proven experience of convening and working with an advisory group
• Strong negotiating, influencing and consultative skills, with the ability to form strong internal and external working relationships and communicate effectively with a wide range of audiences.
• Excellent written and verbal communication skills, especially verbal presentation and high quality report/proposal writing.
• Good experience in managing and preparing training budgets
• Confident and proficient user of MS Office
• Excellent written and spoken English.
• Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines.
• Ability to work occasional evenings and weekends.
• Able and willing to travel regularly to Geneva and occasionally to global venues used to conduct the training events.

Desirable
• Understanding of principles of emergency preparedness, response and early recovery.
• A good understanding and experience of conducting needs assessments.
• Experience of humanitarian emergencies.
• Understanding of HUNASP, OCHA, RC/HC structure and scope of operations, HUNASP mandate and administrative procedures, IASC policy priorities, culture and operational standards.
• Understanding of the wider humanitarian system, the range of different actors who impact on response and the opportunities for partnership that exist.
• Experience of managing learning activities in multiple languages and venues
• Relevant post-graduate qualification
• Experience of working in overseas in development or relief.
• Experience of working for an International Non Governmental Organisation (INGO) in the development/humanitarian sector.
• Working knowledge of a second language, especially French
