Temporary Assistant Country Director Finance & Administration

Effective immediately until January 31st, 2010 (could be shorter)

Brief Background:

CARE International in Zimbabwe is currently without an ACD Finance & Administration and a national Finance Manager. We are in the process of recruitment of the new ACD Administration and Finance. In the meantime, the country office is looking for a senior professional, preferably with the knowledge of CARE systems, to provide overall management to the Country Office’s various support units; Finance, IT, Procurement, Fleet, and Administration to ensure optimum support to projects within the policies of CARE International, CARE Canada and the laws of host country.

Additionally, the incumbent will spend significant time providing information to the Senior Management on status of the Annual Operating Budget; any shortfalls in SPC’s and SDC’s and making recommendations on ways forward as started by CARE Canada’s senior Finance Manager who has supported the CO in country for the past 3 weeks.

Responsibilities and Tasks:

Responsibility 1: Provides overall temporary management of the Country Office’s Finance Department to ensure that optimum financial support is provided to Country Office projects within established CARE Canada and CARE International financial policies and procedures and within the standards set by the Country Office.

Task:

1.1. Provides advice to the Country Director on financial matters, particularly the monthly review of the balance sheet.

1.2. Provide any advice to the Country Director in minimizing s financial risk specifically in the areas of cash management and foreign exchange exposure.

1.3. Assist the project managers with project/program budget proposal development and final submission in concert with the ACD Programs.

1.4. Review the Country Offices financial policies, systems and procedures and make recommendations if improvements need to be made;.

1.5. Work with the ACD Programs to ensure expenditures are in line with contract budgets

1.6. Authorize Country Office statements, staff payroll, financial reports, adjusting journal entries, cash receipts and signs cheques and bank letters.

1.7. Provides liaison with other departments, sub-offices, CARE Canada and other CARE’s to provide information, guidance, address issues on financial matters where necessary..

1.8. Assist in any audits taking place in the Country Office during placement.

1.9. Directly manage Finance Dept. and provide induction and training if a new Finance Manager is appointed.

Responsibility 2: Provides overall management to the Country Office’s Administration department to ensure that optimum administrative support is provided to Country Office projects within established CARE Canada and CARE International operational principles.

2.1 Review Country Office administration policies, systems and procedures and make recommendations for improvements if required. This includes the management of buildings and properties; fleet management; asset management; procurement, shipping, office equipment and office supplies..

2.2 Reviews plans in regards Country Office vehicle use and practices in order to attain optimum efficiency of CARE’s vehicle fleet & be cost-effective.

2.3 Ensures CARE International policies and procedures are adhered to in the purchasing of goods and services..

2.4 Directly supervises & support the Administration Manager if recruited during the period.

Responsibility 3: Supervises and supports the programme support activities in Country Office’s sub-offices and district project offices.

5.1 Assist in the supervision with the CD of the Sub-Office Programme Support Administrator.
5.2 Assist in supervision of IT manager and department.

Responsibility 4: Liaison with CARE Canada HQ

• Ensure monthly financial and other management reports for CARE Canada are prepared accurately and on a timely basis.

• Ensure that all CARE Canada policies and procedures are implemented fully following the Country Office Finance Manual as well as other CI manuals.

• Review Contracts, Individual Project Implementation Agreements and other legal documents.

• Liaise with HQ and other CI members as required and ensure that all reports/information due to them are submitted in a timely manner

• Respond to queries and correspondence from CARE Canada and other CI members.

Responsibility 5: Assisting with CARE Zimbabwe restructuring efforts.

• Perform financial, administrative and liaison duties to assist the Country Director if requested
• Monitor SPC and SDC expenditure
• Review Finance and Administration roles and responsibilities and provide recommendations if any
• Ensure all staff and other charge-outs rates are accurate & reflected adequately in all budgets to be submitted.

Minimal Requirements:

• Minimum 5 years of international development or humanitarian assistance experience in program support roles.
• Excellent management skills and experience.
• Strong finance, HR, administration and audit skills and experience.
• Excellent team building, coaching and mentoring skills and proven experience in managing multi-sectoral teams.
• Strong interpersonal and intercultural communication skills.
• Excellent organizational, written communications and interpersonal skills.
•Excellent oral and written communication skills required in English

Education

University degree in management, business administration or a related field (must be able to provide documentary evidence of the degree for work permit application).
• Professional accounting designation would be preferred
