Position: Project Coordinator
Responsible To: MRT Coordinator (London) Working With: Special Projects Officer in London and Merlin’s team in Philippines Location: Manila, Philippines (exact location TBC) Start Date: Immediate Contract: 1 month with possible extension Salary: £19,826-£22,050 per annum (dependant on relevant experience) inclusive of annual cost of living allowance. Benefits: Insurance cover, accommodation, return flights, annual loyalty bonus, R&R and 24 days annual leave. Please note that this is an unaccompanied position. Merlin International Profile Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries. Context and Background In the space of a few weeks week, the Philippines has suffered the impact of two major storms - Typhoon Ketsana and Typhoon Parma. On 26 September, Manila and 25 other provinces were hit by Typhoon Ketsana which resulted in more than a months worth of rain in just 12 hours, swamping entire towns. The government declared a 'state of calamity'. Less than a week after, a Typhoon Parma hit the northern areas of the Philippines, and associated and persistent rainfall is leading to increased flooding and landslides. More than 4.7 million people have been affected, with over 300 confirmed dead. After discussions with the Department of Health (DoH), UN agencies and others partners, Merlin conducted a rapid assessment around the mid of October in Pangasinan, La Union and Rizal provinces, and after findings confirmed the latter as the most affected, Merlin preformed a more in-depth assessment on the severely affected municipalities of Binangonan and Cardona, with a particular focus Talim Island in Lake Laguna, in order to implement emergency Wash and Health activities. Overall Objectives (scope) • To lead Merlin’s response to the flooding in the Philippines • This includes provision of effective and efficient health and WASH emergency activities as funding allows • To monitor the evolving humanitarian situation in the project region and consider immediate, medium-term and strategic responses to the humanitarian situation • To represent Merlin to all relevant actors – local authorities, coordination mechanisms, other INGOs, etc. • Expand the donor base of Merlin’s Philippines’ response Responsibilities Establish and coordinate Merlin’s emergency response project health and potentially WASH activities. Responsibilities Programme Management and Development • Lead, in coordination with the Merlin London HO, the management of the general Philippines emergency programme • Ensure all relevant staff and authorities are included in the planning and implementation of projects as appropriate • Draw up plans, proposals and budgets for new projects / project extensions in conjunction with relevant operations, logistics, medical and financial staff, Merlin London HO and partner organisations or institutions • Monitor the evolving humanitarian situation in the project region and consider strategic and immediate responses • Pro-actively contribute to programme development and strategy Operational Management • Ensure the consistent use of Merlin standard procedures, systems and guidelines • Initiate and maintain regular and minuted project team meetings and hold more detailed planning workshops periodically during the project cycle. • Report in line with the relevant donor contracts and compliance requirements • Ensure monitoring systems are in place and that project reviews / audits are undertaken periodically in conjunction with the team, Merlin London HO, local stakeholders and project partners. • Interact regularly with the Merlin London HO to ensure project fulfilment and donor / Merlin compliance. Security • Ensure security guidelines are implemented and regularly updated • Pro-actively monitor the political, military and security situation in the project area and respond accordingly • The Project Coordinator (PC) is responsible for the execution of the project against the agreed objectives and within the agreed budgets; however, in carrying out these responsibilities the safety and security of the team are paramount Logistics/ Finance / Administration • Maintain familiarity with donor compliance issues, ensuring the project is compliant with donor and Merlin procedures • Ensure regular communications with the Merlin London HO • Follow up on the timely preparation and submission of financial, administrative and logistics reports, cash forecasts and specific requests. • Follow-up on financial management and accurate control of the project budget • Document the project for transparency and future donor inspection / audit • Be responsible for overall line management of the field site’s project activities and in collaboration with the Logistics Officer, WASH and construction activities as relevant Human Resource Management • Optimise, in conjunction with other team members, the use of human, logistical and financial potential • Where relevant, contribute to job descriptions, staff selection and person specifications • Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur • Ensure that appraisals are carried out as per Merlin standard requirements and procedures Representation • Participate in donor visits and relevant discussions with donors. • Represent the project / Merlin to local government authorities and other parties as necessary • In discussion with the Merlin London HO, and according to Merlin guidelines, be the project’s focal point contact with the local media • Ensure all relevant parties are kept informed on Merlin activities as appropriate. Grant Management • Edit and compile donor and quarterly reports • Coordinate and work regularly with local and international partners • Act as focal point for communications between Merlin and partners in the project Other • Provide coverage for other posts when necessary Essential Qualifications, experience and competences • Strong communication skills, with excellent written and spoken English • A university level qualification preferably in development, social science, management, preferably with specialisation or previous experience in Public Health • Confident and proficient in the use of MS Office • Relevant field experience in a humanitarian and / or development context in all aspects of project cycle management. • Strong leadership skills and a supportive, consultative management style • A good team builder • Experience in logistical, financial, human resource and administrative management • Strong problem solving and organisational skills • Ability to live and work in a hot and humid environment and to work and travel in remote locations • Experience in establishing strong working relationships with colleagues from different cultures • Experience in establishing strong working relationships with national institutional partners and institutional donors • Ability to successfully multi-task, prioritize and work to deadlines • An understanding of and commitment to Merlin’s mission and values Desirable Qualifications, experience and competences • Previous experience of working in emergency and recovery health projects • Experience of working in the region • Knowledge of Tagalog Data Protection Please note, on submitting your application, you are agreeing to Merlin holding and using the information that you have given for the purposes of recruitment and employment – should an offer be made.
