| Description: | The Coordinator is CARE Sierra Leones representative for health and HIV related activities in the country. The incumbent provides strategic leadership and guidance for the Country Office health and HIV portfolio. This program diversity will require a high level of integration and coordination, both conceptually and operationally. S/he will play a leading role in new business development in the area of health and HIV across all sectors, including programme design and proposal development. S/he must ensure that systems are in place and are properly implemented to insure the proper management and execution of projects/ programs. The incumbent will be responsible for managing grants/budgets and ensuring compliance to both donor and CARE International policies and procedures as well as leading strategic development of the sector.The Coordinator will network with relevant government ministries, donors, partners and other organizations ensuring linkages to others. Working with the CARE SL Programme Team, the Coordinator will insure that programme activities are designed, implemented, monitored, and evaluated, in accordance with CARE's programming standards and approaches. The incumbent will strategically seek additional funding for CARE SLs health portfolio and will participate in the Senior program team.
Required Skills:
· Minimum of a Master in Public Health or the equivalent combination of education and work experience. · At least 7 years practical experience with an international development organisation, managing large multi-million dollar projects under complex operating environments. · Demonstrated practical project management experience covering all aspects of the project cycle from design through to evaluation. · Program development experience. · Demonstrated practical skills management in the administering of grants to rural community. · Excellent organisational, leadership, and interpersonal skills · Sound knowledge of child survival and reproductive health, HIV/AIDS issues and policies in the developing world, particularly West Africa. · Excellent communication skills, especially English language writing skills. · Project management skills including assessment, design, proposal writing, monitroing and evaluation, budgeting and control, administrative management, donor & NGO representation and liaison. · Sound knowledge of research techniques, both quantitative and qualitative, strategic thinking and planning. · Strong team-building and interpersonal skills, and capacity building, including coaching, training, mentoring skills. · Comprehensive knowledge and ability of computer use. · Desired Skills: · Training in management. · Training in statistics and their analysis. · Additional advanced degree in health sector or related discipline. Short course trainings in microfinance, commodity management, health related issues, participatory approaches to development and emergency planning · At least 5 years working experience in one or more developing countries of which two should have beeen in a senior management position |
