Description:Field Operations Manager
Care currently operates in two main bases in Maniema province. The Kindu office manages a large Community Driven Reconstruction program that operates in four territories in the province where we plan to formally open sub-offices at a later stage. This is an exciting but challenging development program that undertakes a lot of construction work in the process of achieving some of its objectives. The other office is in Kasongo and currently manages two programs operating in the southern part of Maniema. These programs cover health, education, watsan and community project related work.
The purpose of the Field Operations Manager position is to oversee the operations of CARE sub-offices in Maniema province to ensure that quality support exists at all the sub-offices in the province to enable the effective and efficient implementation of projects. This will include the Direct Management of the Kindu office and oversight of the other sub-offices, which will require regular visits as well as regular interaction with the managers based at these offices. This person will act as a link between the program and support units in Goma/Kinshasa and the Maniema field operations. He/she will have regular interaction with the ACD-PS and other Support services mangers in Kinshasa and Goma, to follow up on support services related issues and to ensure that the sub-offices comply with Care polices and procedures.

Responsibilities and Tasks
Oversees the overall management of the Maniema province sub-offices to enable program staff to focus more implementation of program activities. This will include representing the Maniema province at various meetings, when required.
Human Resources
Administration
Finance and Grant Management

Provides the necessary logistical support at all the Maniema sub-offices so that planned activities can be implemented to achieve program objectives. This would include:
Procurement
Warehousing
Fleet management and transportation
Property Management
Management of CARE assets

Liaison with government officials and other authorities
IT and communication
Security and emergency preparedness

Problem Solving
This position will include both level 2 and 3 problem solving capabilities. In many cases there are clearly defined policies and procedures but implementing it in the Maniema province may require creative approaches. In some cases there are logistical challenges that have not been encountered elsewhere e.g. moving construction materials to areas with very poor infrastructure.

Qualifications (Know-How)
Education/Training
BA or above in Business Administration, International development, Development management or similar

Experience
Six years of successful experience in Support Services functions with particular proven experience in logistics coordination
At least three years senior management experience in large NGO or similar organization
Experience in the direct management of sub-offices
Worked for at least five years in “hardship” post environments

Technical Skills
Ability to communicate effectively in English in a range of settings such as staff meetings, interacting with donors, etc.
Fluent French speaking
Staff management and communication skills
Distance management skills
Effective delegation abilities
Organizational and planning skills
Information technology skills – familiar with Excel, Word, etc.
Ability to work under pressure in difficult environments
Ability to work independently
Able to consistently meet deadlines

This position is an unaccompanied post and is based in Kindu with expected travel up to 50%
