Description:DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The overall objective of the ARC South Sudan program is to facilitate the successful repatriation and reintegration of Sudanese refugees and IDPs to their original homes in Southern Sudan. In order to achieve this objective, ARC implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations. ARC has program activities in Central and Eastern Equatorial and Upper Nile States.

PRIMARY PURPOSE OF THE POSITION
The Reproductive Health Coordinator is the key technical and managerial person at the field level for ARC’s RAISE (Reproductive Health Access, Information and Services in Emergencies) Initiative. ARC’s Reproductive Health (RH) programming aims to meet the comprehensive reproductive health care needs in South Sudan as the ability of the local health system is hampered by severe shortage of skilled staff, weak health delivery systems, inadequate infrastructure, lack of functional coordination mechanisms and absence of meaningful support and supervision on a national level. The program will collaborate with the GoS and Ministry of Health guidelines and regulations, working with the State Ministry of Health to ensure that RH institutions providing care are functioning effectively to increase health care access and improve service delivery. The position will be based in Malakal, Upper Nile State of southern Sudan, focusing on the RAISE program, but will be called upon, as needed, for technical expertise and support with ARC’s RH programming throughout southern Sudan.

Under the supervision of the Senior Health Coordinator s/he is responsible for ensuring that all program activities are implemented in a timely manner, provide technical and training support to beneficiaries, and liaise with donors, government officials and community leaders in the field regarding program activities. The Reproductive Health Coordinator is responsible for carrying out appropriate work plans to ensure that project targets are met in a timely manner. The Reproductive Health Coordinator is also responsible for monitoring and evaluation of the project activities and services provided. Training and supervision of staff on routine data collection utilizing facility based registers and additional data collection tools will also be a core responsibility. S/he is responsible for ensuring that key training components on clinical skill strengthening, client-provider-interaction, health systems strengthening are in place, and that services are consistent with international standards and best practices. S/he supervises the RH Officer, Health Officer, OB/GYN, Anesthetist, Senior Health Educator and coordinates with program staff of other sectors. The Reproductive Health Coordinator will also be called upon to assist the head office with future program development and proposal writing.

MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES

Technical Oversight and Staff Capacity Building
• Provide technical oversight, accountability and ensure timely implementation, monitoring, and evaluation of all relevant comprehensive RH activities at the field level.
• Provide leadership and supervision to clinical health staff at ARC supported health facilities. Directly supervise RH Officer, Health Officer, OB/GYN, Anesthetist, and Senior Health Educator.
• Ensure that services and practices are in line with MoH recommended treatment guidelines and consistent with international standards and best practices.
• Facilitate community mobilization activities and implement appropriate BCC approaches to create demand for services in ARC facilities.
• Facilitate and coordinate regular trainings for program and clinical staff on monitoring and evaluation, health system strengthening, clinical skill building, facilitative supervision, client-provider-interaction etc as needed.
• Work closely with ARC HQ Health Team and RAISE Initiative and Eastleigh Training Institute technical staff.

Program Management and Representation
• Program implementation and management of the Reproductive Health Access, Information and Services in Emergencies (RAISE) Initiative.
• Collaborate with finance and logistics departments in accounting for expenditures at the field level, and reconcile budgeted to expended amounts.
• Collaborate with logistics and finance departments to ensure that program supplies are available in a timely manner and coordinate for delivery and monitoring of drug and non-drug stocks to field and clinic sites. Make sure resources are available to support workshops, events and research conducted by outside consultants.
• Supervise and collaborate with Construction Supervisor on construction of PHC facilities.
• Formulate strategies for RH program development and growth, and take lead in writing the RH component for all proposals and budgets submitted.
• Liaise and coordinate with partners including, counterparts, participating UN agencies, INGOs and CBOs, regarding program activities.
• Participate in strategic planning and attend coordination meetings as requested.
• Coordinate and oversee donor and other official and informal visits to the field.
• Represent ARC at coordination meetings and other official forums as requested.

Monitoring and Evaluation
• Oversee routine data collection at health facilities utilizing data collected via facility based registers and data collection tools such as weekly tally and monthly data abstraction sheets.
• Analyze and review data with clinical staff highlighting areas where services are improving and providing support where services are lagging.
• Monitor and manage the effectiveness of the program, based on timely completion of program targets and indicators, on a monthly basis.
• Work closely with RAISE Initiative Monitoring and Evaluation Officers.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• MPH with clinical experience, RN or similar degree required.
• Minimum of 3 years in implementation of comprehensive reproductive health care (EMONC, GBV, FP, HIV/AIDS) programs required.
• Experience living or working in Sudan or other post conflict settings desired.
• Experience in project management and managing budgets and knowledge of basic accounting procedures.
• Strong experience writing proposals and donor reports.
• Demonstrated experience in facilitating trainings for program and medical staff.
• Demonstrated supervising, coaching and training staff particularly clinical staff, individually or in groups.
• Excellent computer, writing and communication skills.

KEY BEHAVIORS & ABILITIES
• Ability to work independently and willingness to work in a complex emergency environment with basic/limited local resources and infrastructure.
• Willingness to travel and live in remote and security difficult situation.
• Excellent representation skills and ability to negotiate and work closely with hospital administrators and MoH staff.
• Excellent coordination and communication skills.
