| Description: | Description of the unit/department Trócaire’s Asia region covers Cambodia, Burma, Timor-Leste, Afghanistan, Pakistan, Israel/Palestine and India. We are currently phasing out of the Philippines and Indonesia. The Regional Manager is based in Ireland. The region has two key hubs: Phnom Penh and Islamabad.
Background to Position In June 2009, Trócaire decided to merge the two existing regions of South East Asia and the Middle East, Central and South Asia. As part of that process, an Assistant Regional Manager position is required in Phnom Penh to manage the regional office and the programme work in South-East Asia.

Managing/supervising Country Rep (Timor-Leste), Regional Humanitarian Officer, Regional Finance Officer, Burma programme staff, Cambodia programme staff Contract type: Fixed term Contract Duration: Three years Salary: Assistant Regional Manager Scale – Overseas Location of position: Phnom Penh, Cambodia with frequent travel in South East Asia, and occasional travel outside the sub-region, including to Ireland Scope of the role: To oversee and co-ordinate all aspects of Trócaire’s development and emergency programmes in South-East Asia, in line with the objectives and priorities outlined in the organisational Strategic Plan 2006-2015. This will include implementation of regional and country strategies. He/she will work closely with the Regional Manager including to roll out and implement Trócaire’s organisational policies and procedures. Key Duties & Responsibilities: Programme Management • Support Programme Officers to design, implement and maintain high quality, coherent programmes in the region. This will include: development of programmes; identification, accompaniment and funding of projects; and advocacy and lobbying on relevant issues. • Support the phase out of programmes in non-priority countries. • In the context of overall programme management, to ensure full use of and compliance with the procedures of Trócaire’s approval processes and Management Information System. Programme Quality • Ensure that Trócaire’s partnership and programme approaches are relevant, effective and reflect best practices • Ensure that priority cross-cutting issues are integrated across programmes and support both staff and partners to enable this integration to take place • Support Programme staff to systematically monitor and evaluate the impact of and learning from programmes. • Ensure that staff are conversant with organisational thematic and cross-cutting policies, and that these are considered in programme design and implementation. Partnership • Co-ordinate initiatives to encourage the building of organisational capacity of partners to ensure their development and sustainability. • Ensure that Programme Officers support partners in producing timely proposals and reports, which comply with Trócaire standards. Human Resource Management • Line management of a team of programme and administrative staff • Implement Trócaire’s performance appraisal system for staff in the region. • Identify the training needs of international and national personnel and arrange for and evaluate training Co-financing and Financial Management • Develop relationships and liaise with in-country donors and the Co-Financing Unit in mobilising co-funding for Trócaire partners • Support Programme Officers in the management of donor grants, including the preparation of appropriate and timely narrative and financial reports. • Assist in the preparation of annual country and regional budgets for both programme and administration costs • Support the analysis, monitoring and supervision of Trócaire funds and disbursement to partners Communications & Fundraising • Accompany visitors to visit projects in the region, and carry out promotional or media work as required • Work with the Communications and Fundraising teams in Maynooth to support the organisational fundraising and PR functions • Undertake media interviews and host media trips as required Representation • Contribute to the development of Trócaire’s networks and profile in the region. • Represent Trócaire in the region and on external networks such as CIDSE and Caritas, as appropriate • In the absence of the Regional Manager, to deputise as requested. Other • Undertake from time to time other agreed tasks, related to Trócaire’s overall Asia programme, at the request of the Regional Manager. Essential requirements: • A thorough knowledge and understanding of the international development sector, with particular reference to the specific role of international NGOs • A demonstrated ability to think strategically and to develop and oversee the implementation of a regional strategy • A minimum of five years experience in the management of development programmes of substantial scale, including significant overseas experience • Knowledge of both development and emergency programming • A demonstrated ability to manage personnel and human resource systems • A demonstrated ability to manage budgets and financial systems • A thorough understanding of partnership and rights based approaches • A specific knowledge of Programme Cycle Management issues, including development of proposals and reports, monitoring, evaluation and impact measurement systems. • Excellent written, verbal and IT communication skills • Ability and willingness to travel within and outside the region on a regular basis • A strong commitment to the work of justice and an empathy with the ethos and work of Trócaire. • Excellent written and oral skills in English Desirable requirements: • A relevant post-graduate qualification in development or a related area. • Specific work experience in, or knowledge of, the region • Specific experience of working in an NGO environment To apply for this position, please download application form from our website; www.trocaire.org. |
