| Description: | The Technical Advisor will provide key technical, programmatic and managerial support to CAREs Basic and Girls Education (BGE) portfolio under the Patsy Collins Trust Fund Initative (PCTFI), implementing approximately $2 million per year in program activities with emphasis on education for marginalized girls. Core responsibilities will include: analyze country office data and reports (qualitative and quantitative data), using PCTFI systems; financial monitoring of Country Office expenditures and budget planning; technical leadership and capacity building to countiries in PCTFI Cohorts 1 and 2, including virtual teaming with both Country Office staff and research partners; creation of overall evaluation prcesses to maximize the use of the Fund, and the efficacy of our work; draft learning documents based on PCTFI findings; facilitate linkages between cohorts and participate in advocacy and representation activities; and produce resource inventories. The incumbent will provide technical support to multiple grant activities with specific emphasis on education for marginalized girls. Specific duties include promotion of sharing and learning around programming to reach marginalized girls, development of conceptual and technical documents focusing on education for the most marginalized girls; contributing to the learning agendas of BGE Innovations sub-team and CARE's education sector. The position holder will also be expected to contribute to the objectives of the education unit and act as a team member for various initiaties in the Program Quality and Impact division. This position requires proficiency in research and analysis methods with both a quantitative and qualitative focus and a strong understanding of education issues as they related to developing country contexts. Proficieincy in French or Spanish is highly desired. Knowledge of experimental research design is preferred.
Required Skills:
Advanced degree in Education and Development, Epidemiology, Public Health/ Behavioral Health or related field.
Advanced training in quantitative data management and analysis
At least 3-5 years of professional experience in research, data analysis and education,
Epidemiology or related development programming
Advanced written and oral communication skills
