| Description: | The purpose of this position is to facilitate the process of World Vision Cambodia’s country strategy roll out as well as sector strategies planning and management. This would include facilitation of strategy formulation, roll out, design and development of systems, process and guidelines for implementation, monitoring and integration of strategy across the organization, monitoring and assisting in the development of performance and accountability culture of the organization, facilitate evaluation of the progress, results and make course corrections and provide recommendations for future growth.
This position would ensure alignment of World Vision Cambodia’s country strategy with the regional strategy, models of ministry and strategic mandates of the Partnership. This position would also be responsible for appraising the Senior Management on the progress made on various strategies.
Strategy Management
* Design a national strategy management process that is within the WV partnership strategy framework and that is also appropriate to the Asia Pacific regional context. * Coordinate strategic planning processes and ensure that key stakeholders are appropriately engaged in regional strategy formulation and management. * Develop or adapt from partnership models the tools and mechanisms for strategic resource allocations to link with regional and partnership strategy: strategic mandates and priorities, models of ministry, growth targets and funding models. * Provide leadership to the NOSM team members and facilitate the work of the National Strategy management working group. * Prepare briefings and advice for senior leadership on national strategic issues as they arise. * Support National Office strategy formulation, including provision of strategy processes and adaptive tools, review and guidance on strategic alignment. * Support national sector strategy formulation with process, tools and ensure alignment and integration with regional partnership and partnership strategic priorities and resource allocations. Organizational Performance Management * Develop and implement an appropriate balanced scorecard reporting system for and/or performance monitoring system for the Asia Pacific regional context in alignment with global scorecard/performance monitoring frameworks. * Ensure that all national business plans or new products and initiatives are designed, implemented, monitored and evaluated. * Develop clear frameworks and ensure that all necessary monitoring processes are in place for new initiatives. * Provide business advice to the National Director and the national leadership by giving briefings, developing materials and recommendations and serving as a sounding board on key decisions. * Create and implement a quarterly business review process to assess and analyze progress of national business plan implementation. * Analyze and identify potential for improvements to organizational effectiveness, synergy and alignment, resulting in greater efficiencies and a higher quality of service to internal and external stakeholders. Others * Actively represent the National Office in relevant partnership networks and working groups. * Carry out additional responsibilities and projects assigned, including administrative and planning functions. REQUIRED: * Master's degree preferred, in economics, business administration, public administration, international development and/or related field. * Broad and deep experience in several functions * Strategic Planning knowledge and skills * Demonstrates an ability to perform strategic business planning, including settling organizational objectives, overseeing competitive analysis, strategy communication and opportunity recognition. * International Development: Strong knowledge and understanding of humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global, regional and local contexts. * Understanding WV current ministry and operations will be preferred. * Finance and funding knowledge: Applies understanding of the broad financial basis of the organization, strategic resource allocation, and is able to apply and develop various funding models. * Business Know-How: Applies a broad-based understanding of key business fundamentals with knowledge of World Vision’s organization, strategic relationships, and the business/political environment. Uses a high-level understanding of finance, operations, marketing, information systems, and human resources to manage across departmental and functional lines. Evaluates and manages risks to the organization at all levels * Performance Management: Demonstrates ability to design and implement performance management system, monitor leadership performance, report and document performance, and develop recommendation for strategy development and goals setting. * Written Communication: Expresses ideas, thoughts, and concepts clearly and effectively in writing, using correct grammar and appropriate language, organization and structure. * Computer Skills: Demonstrates effective computer skills, including use of Microsoft Office Suite, Lotus Notes, Intranet and Internet, and various software applications and databases used in work efforts. English Language Proficiency: The ability to speak, understand and write fluently in English.
