Position: Reporting Manager Contract duration: 6 months Location: Pakistan Starting Date Immediate I. ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Country Profile Capital Office : Islamabad National Staff : 139 (may 2009) International Staff : 3 (may 2009) Areas : 4 (Southern Punjab, AJK, NWF Province, Fata Province) On-going programmes: 4 Budget : 0,5 M€ (2008) ACTED began emergency relief activities in Pakistan after the fatal earthquake of October 2005, and in 2006 and 2007 emergency intervention evolved to a development focus. Currently ACTED-Pakistan strengthen its previous interventions and diversify them to new areas in North West Frontier Province and the Southern Punjab Province with a special focus on immediate relief operations to meet the basic needs of communities affected by conflicts in the Federally Administered Tribal Areas (FATA), and floods in August 08 in Rajanpur District (Penjab). Following the floods of August 08 ACTED has started emergency response projects in Dir Area, with disaster preparedness programmes and hygiene promotion. ACTED also works on a 3-year project for the promotion of primary health care launched in 2007, with Village Organizations (VOs) heavily involved To meet the needs of the unexpected influx of IDPs/Returnees related to the resumption of conflict in FATA, ACTED began an intervention to improve living conditions in tented camps (health, food security, IGA activities, and hygiene promotion), focusing winterization on 3 IDP camps hosting about 5000 families. With the growing crisis in 2009, ACTED now focuses its interventions on the IDPs needs. .ACTED Pakistan also assists in the implementation of the EC's 'South Asia Invest' microfinance initiative. III. Position Profile The Country Reporting Manager works under the authority of the Country Director to: 1. Ensuring the Production of Timely, Accurate and Analytical Reports for Donors - Understand and disseminate Donors guidelines ; - Liaise regularly with Area Coordinators, Programme Managers and technical staff to ensure the production of quality reports across areas and across Donors; - Recruit and train Reporting Officers (both expatriate interns and/or national staff) to build up a productive and high performance team in line with ACTED’s principles of cost effectiveness and capacity-building; - Supervise the work, learning and progress achieved by all Reporting staff on the field to ensure quality and timeliness of reports; - Revisit the reporting database system to simplify and clarify reporting requirements; - Work in close relation with AME Department to develop and incorporate more solid monitoring and evaluation components in reports; - Work in close relation with Finances Department to ensure greater coherence between financial and narrative reports, and ensure steady cash inflow based on the timeliness and quality of report submissions. 2. Developing Internal Coordination and Communication mechanisms - In relation with the Country Director, ensure that all meetings are held and documented (capital coordination meetings, area coordination meetings, monthly programming board meetings, quarterly country coordination meetings); - Ensure in particular that reporting guidelines, formats, philosophy, deadlines for each project and donor is communicated clearly and standardized across the country for new and on-going projects; - Follow-up meetings at the field level and in the capital, between the bases and between the country programme and HQ/other ACTED operations through the ACTED Newsletter; - Draft agenda and minutes of country-wide meetings, with the assistance of the Reporting staff. 3. Developing an External Donor Relations Strategy - Update on a weekly and monthly basis the external relations database, which documents latest negotiations and proposal possibilities with a number of key donors; - Manage a team of Area Coordinators, Programme Managers and technical staff to ensure that proposals are developed in a cohesive and professional manner and in line with ACTED country strategy and donor requirements; - Act as point of contact for all Donor communication, including the organisation of and hosting of Donor visits in the field. 4. Developing an External Communication Strategy - Define the main target groups, activities, resources and partnerships needed; - Ensure continuum of PR activities, including formal presentations, engaging media for coverage on success stories, updating project-specific and regional fact sheets, and documenting publications featuring ACTED in the media ; - Identifying sources of funding for a more cohesive public information strategy in-country. 5. Assisting the Country Director in developing project proposals, addressing ad hoc donor requests or catalysing action on specific projects or components of projects IV. Qualifications: •Postgraduate diploma in Journalism, International Relations, or a related field •2-3 years of previous work experience in the humanitarian/development field, proposal development, and donor relations •Previous reporting experience, preferably with a staff management component •Fluency in written and spoken English (French for francophone posts, Spanish for Central American post) •Excellent writing, analytical, and communication skills •Ability to work efficiently under pressure •Previous experience working abroad V.
