Position: Health Coordinator
Responsible To: Project Coordinator
Working With: Special Projects Officer in London and Merlin’s team in Philippines
Location: Manila, Philippines (exact location TBC)
Start Date: Immediate
Contract: 5 month with possible extension
Salary: £19,826 - £20,050 per annum (dependant on relevant experience) inclusive of annual Cost of Living allowance.
Benefits: Insurance cover, accommodation, free return flights, annual loyalty bonus, R&R and 24 days annual leave.

Merlin International Profile
Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background
In the space of a few weeks week, the Philippines has suffered the impact of two major storms - Typhoon Ketsana and Typhoon Parma. On 26 September, Manila and 25 other provinces were hit by Typhoon Ketsana which resulted in more than a months worth of rain in just 12 hours, swamping entire towns. The government declared a 'state of calamity'. Less than a week after, a Typhoon Parma hit the northern areas of the Philippines, and associated and persistent rainfall is leading to increased flooding and landslides. More than 4.7 million people have been affected, with over 300 confirmed dead.

After discussions with the Department of Health (DoH), UN agencies and others partners, Merlin conducted a rapid assessment around the mid of October in Pangasinan, La Union and Rizal provinces, and after findings confirmed the latter as the most affected, Merlin preformed a more in-depth assessment on the severely affected municipalities of Binangonan and Cardona, with a particular focus Talim Island in Lake Laguna, in order to implement emergency Wash and Health activities.

Overall Objectives (scope)
• To implement and monitor health activities in the Barangays of Talim Island – Rizal Province, Philippines.

Responsibilities
To help establish and coordinate Merlin’s emergency response project health activities.

Reinforcement of the health staff capacity (midwives, nurses and Barangay Health Workers in coordination with DoH local officers.

Merlin Health Coordinator will ensure:
• The training and supervision / on-job training of targeted health staff on the following topics:
o General case management of most recurrent diseases including identification, diagnosis, treatment and follow-up of cases, with a specific focus on maternal and child health and diseases with a potential outbreak risk due to floods using existing and approved guidelines.
o Health management tools: rational utilisation of existing health management tools (recording registers, reporting tools), rational prescription practices and referral follow-up.
o Surveillance system: data collection, compilation and analysis for surveillance purposes (proper way to fill heath data forms, purposes of the collection and compilation of data at the village, municipal, provincial, regional and national levels, how to use these data in order to anticipate the needs, adapt health activities and detect early emergencies).
o Set up community-based sentinel sites for the surveillance of diseases with epidemic potential.
o Health education (IEC).

• Support, guidance and supervision for the health staff in the villages’ Health Stations and within the community, in close collaboration with local health authorities.

• Support to and follow-up of community health education initiatives: participation and montiring of quality / precision of the information provided to the community, identification of necessary potential information and education gaps.

• Monitoring of the provision and use of medical and health management equipment, drugs.

Ensure coordination of Merlin health activities with DoH authorities, UN and other partners

• Coordination with DoH at regional and provincial level: the Health Coordinator will maintain a close communication, collaboration with local health authorities through meetings and written up-dates on the implementation of the health activities. She/he will ensure a permanent involvement of the health authorities at the different phases of programme implementation.

• Coordination with UN agencies and health partners at the field level: the Health Coordinator will provide a regular overview of the health situation, will coordinate health activities with UN agencies and other health partners or actors in order to share information and health data, be involved in the overall health strategy at regional and provincial level, in coordination with the PC. She/he will have to assist the PC for key health coordination meetings.

Surveillance and Disease Control

• Monitor and follow up preventive measures for communicable water born diseases and diseases links to the floods, with particular focus on Leptospirosis, Dengue and Typhoid fever cases management and prevention strategy implemented by the DoH.

• Ensure proper collection and analysis of data from supported health facilities and the community-based sentinel sites. The Health Coordinator will provide a monthly report on health situation and programme status to Merlin Health Department.

• Provide coverage for other posts when necessary

Essential
Qualifications, experience and competences
• Nurse or General Doctor with background or experience in Public Health.
• Experience in capacity building and preparation and execution of formal trainings.
• Experience of working with community health workers.
• Able to conduct meetings with local health staff and authorities
• Able to take initiatives, to have global view on the health situation, to motivate health staff and volunteers.
• Experience of working with INGOs
• Ability to meet deadlines.
• Attention to detail and ability to produce accurate information
• Good IT skills (Microsoft Word and Excel)
• Ability to work in a remote area and in a hot and humid climate
• Ability and willingness to undertake frequent boat trips
• Strong communication skills, with excellent written and spoken English
• Confident and proficient in the use of MS Office
• Experience of establishing strong working relationships with colleagues from different functions and cultures
• Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines
• Experience of proactively identifying and addressing issues
• An understanding of and commitment to Merlin’s mission and values

Desirable
Qualifications, experience and competences
• Experience working in the region, knowledge of the Philippines context a plus
• Knowledge of Tagalog a plus
