| Description: | Background: Mercy Corps is preparing a Multi-Year Assistance Program (MYAP) proposal for submission to USAID’s Office for Food for Peace in January 2010 for a program to take place over five years in Liberia. In August-September 2009, Mercy Corps staff conducted a food security assessment focusing on health, livelihoods, and water/sanitation components throughout the four targeted counties of Liberia. Based on the assessment findings and the results of the program design workshop held in Monrovia in September 2009, a first draft of the MYAP has been written.
USAID/FFP has mandated that a ‘pilot’ program incorporating food-based crop insurance, inventory credit and community food reserves, be included into MYAP proposals. The food-based crop insurance scheme and community reserves are to utilize $6 million-worth of FFP resources annually over five years, consisting of a combination of distribution commodities, monetization commodities, 202e and ITSH.
Overall Objective: The proposal development team requests assistance to develop two to five project designs to creatively and effectively use Title II resources (including “using food as food”, i.e. imported commodities) to implement the food-based crop insurance portion of the pilot. The design should include a monitoring and evaluation plan to allow the MYAP team to determine which design components are most effective/impactful. These will be incorporated into the overall MYAP proposal.
Task, Roles and Responsibilities:
The Consultant will work with the Liberia Deputy Country Director to design the pilot crop insurance scheme(s). Proposed tasks will include: Gain familiarity with Food for Peace’s general and Liberia-specific MYAP guidelines, including the crop insurance guidance, and the goals and objectives of a MYAP. Gain familiarity with the current Liberia MYAP proposal design. Literature review of crop insurance / micro-insurance schemes used in developing nations. Consult with NGOs conducting crop/micro-insurance schemes to determine lessons learned and applicability to Liberia Meet with stakeholders in Liberia (including Ministry of Agriculture, farmers, and insurance companies), as necessary. Write concept paper detailing ‘outside the box’ strategies based on results of this research. Develop a monitoring and evaluation plan to guide implementation staff on determining the necessary components of a successful pilot. Provide costing information for the various ‘pilots’ described, to inform budget preparation. Consult and advise the lead writer on the proposal draft, as necessary. Outputs/Deliverables: Concept paper on crop insurance pilots, making recommendations for programming that will be used by the lead writer in proposal design. Timeframe: 2 to 3 weeks, including one week/10 days in Liberia. Concept paper is due December 15, 2009.
